CBP Opens Voluntary Test for Truck Export Manifest Filing
The program targets carriers moving goods across the border. It tests a new filing schedule that could become mandatory for all truck exports.
A voluntary test for truck carriers that export cargo will begin soon. The program will check if carriers can file export manifest data electronically before trucks leave the country.
The test begins on October 23, 2026. It will run for approximately two years. CBP will accept applications until it receives nine qualified participants. Carriers must send applications to the email address listed in the Federal Register notice.
Participants will submit limited export data at least 24 hours before departure. They will then file the complete manifest no later than two hours before arriving at the final export port. This changes the current system where only the U.S. Principal Party in Interest files export information.
CBP wants to see if this process helps identify high-risk shipments and reduces paperwork costs. The test is voluntary now, but CBP uses these tests to evaluate future mandatory rules for the Automated Commercial Environment. Comments on the test may be submitted at any time during the two year period.
