Every issuer has a network. What none of them sells is somebody who owns the problem when a charge is wrong at two in the morning.

The part nobody sells

When a charge is wrong, it lands in a gap.

A charge posts at the wrong rate. A card declines at a pump outside Gary with a load due in Ohio. A truck stop swears the discount applied and the statement says otherwise. In every one of these the dispute sits between the truck stop and the card issuer, and neither of them believes it is theirs to solve.

What happens next is the whole product. Most carriers spend forty minutes on hold, in a second language, and then absorb the loss because the alternative is another forty minutes tomorrow. It is a small amount of money each time and a large amount of money across a year.

A member calls one number. The association takes the dispute from there and stays on it until it is settled, in Romanian if that is easier. We have the relationship with the issuer; the individual carrier does not. That asymmetry is the reason this programme exists.

Before you sign

The questions worth asking any fuel card, including this one.

Ask them of whoever you are with now. The answers are the difference between a discount and a trap.

What is the term, and what happens at renewal?

Several programmes in this market default to multi-year terms with an automatic price rise at renewal, and one charges an early-termination fee if you reduce your fleet. Ask for the number of months and the renewal uplift in writing.

What are the fees, in full?

Transaction fees, monthly card fees, ATM fees, express code and ComCheck fees, and what a statement costs to have re-issued. A discount at the pump can be smaller than the fees behind it.

Is the discount at the pump or on the invoice?

Retail-minus, cost-plus and invoice pricing produce different numbers on the same fill. Ask which one applies at the stops you actually use, not across the network.

What does leaving involve?

Notice period, final statement, whether the deposit comes back and how long that takes. Ask it before you join, not after. If the answer is complicated, that tells you something.

The association will answer all four of these about its own programme on the phone, before you apply.

Control and fraud

Fuel theft is one of the largest uncontrolled costs in a small fleet.

The card carries a one-time PIN on every transaction, and validates the driver and the vehicle against the purchase, so a card on its own is not enough to fuel a truck that is not yours. Limits are yours to set, by gallons, by day, by product, and to change at any hour.

The reporting exists for the same reason: transaction history you can actually read, IFTA figures pulled from real fills rather than reconstructed at quarter end, and a file most transport management systems will take without argument.

The network

More than 8,000 locations, and the only ones that matter are yours.

The national chains are all in it. Whether the independent stop you use every Tuesday is in it is a question for the desk, and a fair one to ask before you commit.
