Request to Allow Paper Logs Instead of ELDs Is Denied

The decision affects all commercial drivers who must keep records of duty status. Carriers must continue to equip their vehicles with approved electronic logging devices.
The request to allow truck drivers to use paper logs instead of electronic logging devices has been denied. The application came from the Federation of Professional Truckers.
Federal regulations currently require drivers who keep records of duty status to use an ELD. Carriers may only allow manual logging if a driver completes a record on eight or fewer days within a 30-day period.
The agency stated that Congress mandated ELD use through the MAP-21 law. A blanket exemption for drivers or carriers who want to avoid the requirement cannot be granted. The agency also found that the proposed safety measures would not work for an unknown group of drivers.
The agency reviewed 901 public comments on the request. Safety groups and industry associations argued that electronic logs reduce fatigue-related crashes and improve compliance. Some drivers and carriers argued that paper logs would reduce stress and equipment costs.
The existing ELD mandate remains in full effect. Carriers and drivers must continue to use electronic logging devices for all required duty status records.
