Carriers moving mail cargo will face new data and bonding requirements. The comment period closes on December 7, 2026.
Proposed customs rules would change how carriers file entries for goods valued at $2,500 or less. U.S. Customs and Border Protection plans to modify informal entry procedures as more shipments move through this channel.
The proposal establishes a new electronic entry type for merchandise entering through the mail environment. Carriers transporting mail shipments must provide an additional data element. The rule also proposes bonding requirements for certain informal entries.
All informal entries must be filed electronically prior to or upon the date of importation. These changes follow the suspension of the de minimis exemption. More cargo will now use informal entry procedures instead of duty-free channels.
Interested parties may submit comments on the proposal. Comments must be received on or before December 7, 2026. Submissions should reference docket number USCBP-2026-0298.
